I'm not a fan of the public sector in Tasmania though. Private industry seems to be generally better from what I've seen.

Economic crisis or not certain essential positions will still need to be fufilled, otherwise the public service would collapse. Someone probably left this position and the government needs it filled again for the department to operate normaly.
My promotion for example, at the start of this year, had to go through an approval process by a HR board before I began.

The state gov is required to publicly list all their jobs. Sometimes though they have someone already in mind for the position so the interviews/applications are simply a formality of going through the official protocols.
I personally don't think it's a new position.
It's probably:
a) Someone has left the position and HR has deemed that it is essential.
b) Someone is coming down from another position or in from another department.
Rumour has it that a lot of these roles are being given to sacked parks and wildlife employees as part of the promise of not leaving any of them out of work. Heard a fair bit of underhanded stuff in the employment process at the moment. It's not very good.

Unless your going for a management job, diploma and degree will loose against proof of real world experience, We have had heaps of people fresh out of uni apply for IT jobs at work and we turn them away, Some of them were absolute crap. One guy didn't know what HTTP stands for lol. And he had a diploma in Computer Science... or something like that.
Still having a dip or deg never hurt

Not really.
The problem is people apply for the wrong jobs.
If you're doing a full blown academic degree you don't apply for trade roles like this one. Just like if you only have work experience you don't apply to become a computer scientist or researcher.
I work in both the academic field and in the trade field. People don't seem to understand that there is two distinctly different fields, which require a different pathway. Work experience rarely creates computer scientists/researchers/drs, programmers, analysts etc.
